AHC: Puerto Rican President of the United States by 2012

With any PoD post-Great Depression, have somebody who is either from Puerto Rico or of Puerto Rican descent become President of the United States. Puerto Rico does not have to be a state for this to happen. The person does not have to reside in Puerto Rico. People who hold a residence in Puerto Rico do not count, they must have some sort of ethnic, cultural, and/or ancestral connection to the island itself.
 
Have Herman Badillo win the 1973 Democratic Primary for mayor of New York, and then go on to become mayor. He stays mayor throughout the 70s, and is fairly popular and successful. In 1982 he runs for Governor, and wins the Democratic nomination and later the general election, becoming Governor, and essentially replacing Mario Cuomo. From that position, he runs for president in 1992 and wins.
 
Fernando Ferrer defeats Mark Green for the Democratic nomination for Mayor of New York in 2001, and unlike Green (who narrowly lost to Bloomberg) wins in November. He could than be on a future national Democratic ticket.
 
Roberto Clemente doesn't die in a plane crash on new years eve 72. Runs for the house in 76. Becomes a senator in the 80s. Clinton's vp in 92, wins in 2000

Have Puerto Rican Governor Luis Fortuno run for President in 2012. As a US citizen, despite residents of PR not being allowed to vote for President, he would have been allowed to run for President.

The guy was a big-time fiscal conservative and the only Governor in the country who cut spending significantly.
