Have him enter the House of Commons instead of entering the Toronto City Council. Harper fails to win the Premiership (or reelection), and Ford wins the Leadership as a Dark Horse candidate, and leads the PC to victory in the next election.

Or not having it come out to the public, anyway. I'm pretty sure there are a lot of high-ranking politicians who are cokeheads(I remember credibly hearing one particular name many years ago), but they're more discreet about it, stay away from inner-city drug dens, don't get themselves filmed etc.
Maybe if the other candidates for leader have all been implicated in pork-barreling and pocket-lining scandals, which is the kind of thing that Ford thrived on opposing in Toronto.
But, much as I dislike the Harper Conservatives, I don't think they were all that corrupt, in the sense of kickbacks and nepotism. So, that might not be much of a factor for Ford to play off of.
