Chavez and the other members of Revolutionary Bolivarian Movement-200 (RBM-200) aren't pardoned after a few years for their attempted coup d'état in 1992 but instead have to serve very lengthy prison sentences. With a bit of luck some other left-wing politicians and party rises up in their place, hopefully ones that don't descend into robbing their country blind and dictatorship.
 
Your goal is to stop the crisis in Venezula from occuring. No ASBs, and the PoD may be any point after 1 January 2010.
Simple. Jaime Lusinchi refuses to adopt the proposed Washington Consensus package by the IMF in the 1980s and engages in New Deal-style Keynesian economic policy to resolve the economic downturn and rebuild Venezuela's society, while diversifying the economy away from oil.

Keynesian economics and the IMF don't seem to really mesh especially in the 1980s.

Uhhhhhhh, I said that Lusinchi would refuse the IMF's Diktat and would pursue Keynesianism instead, which also could mean Venezuela outright leaving it ITTL. In short, he must defy its will to stop Chávez from rising to power. Please don't misunderstand my scenario.
 
This is definitely current politics if for not other reason that I can’t do this without calling Hugo Chavez a shithead. And simply put, he has to go and someone competent has to take his place. A lot of other things have to happen, but it starts there.
