AHC: prevent neo-classicism or at least academic classicism

This is really two challenges in one. The challenges are focused on the visual arts but to some extent they can and/or should take in more of the period's aesthetic-visual arts are just a useful focus here. It may also require political changes since goverment sponsorship of the arts will come into play.
Challenge one: Can you prevent the neo-classical(1780-1850 or 1900-ish) revival from spreading from architecture to painting? The PoD can be anytime after 1650 or so. Classical influences are permitted, but it should be something closer to influence and not strict emulation.
Challenge two: can you prevent the development of academic painting as it is usually understood, particularly in France, so that the first generation of modern painters(we'll go with Goya on for this purpose) don't really focus as much on rebelling against a conservative establishment.
