AHC: President Fiorello La Guardia

What would it take for Fiorello La Guardia to become President of the United States, possibly around the time of FDR's OTL presidency? I assume this would have to involve a Democrat presiding over the start of the Great Depression, as La Guardia was a Republican. Bonus points if you make Quentin Roosevelt survive WW1 and become his VP, somehow. Can you tell I'm trying to make a progressive/socdem Republican Party wank?
 
From some points of view, an FDR-LaGuardia ticket in 1940 (which could lead to LaGuardia eventually becoming President) would make sense. FDR was having troubles with Italian-Americans (partly because of his "hand that held the dagger" speech) [1]) and he wanted the support of progressive, internationalist Republicans--and LaGuardia could theoretically help with both groups. An obvious problem, though, is that either FDR or LaGuardia would have to change his official state of residence for them both to get the electoral votes of New York. Sure, Cheney changed his in 2000, but FDR is so closely associated with Hyde Park (despite Warm Springs, GA being his "second home") and La Guardia with New York City (despite his Arizona childhood) that it will look a little awkward.
