Or a civil war in Iran takes shape esp if soviets supply the leftist elements like MEK Tudeh etc
Is that possible?
I can't say what the odds of Civil War was in Iran in 1980 but if Iraq does not attack immediately then the odds to it rises. The Tudeh would be particularly strong on the borders with the USSR and Afghanistan, given that the Soviet Forces were in Afghanistan. Tudeh primarily, MEK if they do not resist the Tudeh Faction.

Iranian Civil War is basically a win for Iraq as: 1. Iran is in chaos and fights against each other 2. Many Shia Iraqis will likely join the Islamist factions in Iran, meaning less Shia problems at home. I can only see Turkey being royally screwed as many Iranian refugees (Azerbaijani, Kurdish and Persian) will move there. The rest is either the USSR, Afghanistan in war, or a hostile Iraq
 
Who has the better air force? I know Iraq was operating Soviet aircraft while Iran had a ton of captured American equipment that was originally sold to the Shah regime such as the F-14, F-4, F-5, AH-1 Cobra, and Sidewinder missiles.

What does Saddam nerd to do to prepare his army as best as he can?

War can be postponed until 1985
1. Put a bullet between his ears to introduce oxygen to his brain.
2. With 1. out of the way and his cronies hanged for treason, the new political leadership in Baghdad has to sort out the Albu Nasr infestation in the Republican Guard and sort through the current crop of "other" Iraqi generals to see which ones should be retired against the wall with or without blindfold, and who can cobble up a better then WWI style of combat expertise and retrain the army for the human wave attacks to be expected from Iran.

Thus the Iraqi army has to forget a belief in "things will take care of themselves." It will have to adopt Egyptian or Jordanian ways of doing things, the right way. Start with the basics and I mean BASICS as in the school of the soldier and work up through squad, platoon, company and battalion until the Iraqi army knows how to use the human material and the mechanical means it has. Learn to love artillery, mines, barbed wire and the machine gun. Learn how to move and shoot.

Develop a national army as opposed to "tribal" army identity.

Iraq had 2nd rate Soviet planes in 1980

Iraq was actually superior in manpower too. The Iranians had a higher population, but their administrative and logistical difficulties after the revolution meant they couldn’t muster them as well. On average, the Iraqis had an advantage of 1.5-1.75 times more fielded troops on the front throughout the war.

What is surprising about the Iran-Iraq War is not that the Iraqis ultimately won, but that it took them so long to do so, and that their final offensives accomplished such limited gains. A conventional eye that simply glanced at the numbers of men and both the quantity and quality of equipment on each side during the battles of the early or middle war would time and time again have predicted crushing Iraqi victory at this battle or another, yet instead, time after time, an army of mostly light infantry defeated, or nearly defeated, a larger mechanized and armoured force in both defensive and offensive battles!

Not really. Both countries total inventories had a mix of 1st and 2nd rate aircraft from their respective backers. But due to all the maintenance and logistical difficulties, Iran mustered very few operational modern aircraft compared to Iraq, but ultimately sortie generation was about the same because the Iraqis organization was a mess. Ultimately in most aircraft engagements, the Iranians came out ahead, but this came down to pilot skill: most Iraqi pilots were trained in either the USSR or France. The Soviet instructors passed something like 50% of the Iraqis trainee they received and would later remark that if it weren’t for political pressure from above that number would have been more like 10%. The French on the other hand apparently felt no such pressure and failed all of the Iraqi trainees they got. But upon return, they were made combat pilots in the Iraqi Air Force regardless of pass or fail.

If Saddam is trying to get in Assyrian heaven his application would be considered for sheer brutality but DENIED due to gross incompetence
 
A) Encourage a civil war in Iran after the fall of the Shah

B) Support one side (of many?) for use as a proxy training situation/Winter War equivalent - intervene directly only after weakening the opposition

C) Find loyal minions with military talent to be made junior officers, later field-grade officers, and tell the generals to take heed of their recommendations

D) Fire the least competent generals or move them into ceremonial posts

E) Early on bring in military advisors to upgrade C3 and officer training

F) Plan to annex Arabistan, leave the rest as satellites

G) Coordinate with the rest of the Arabic world regarding invasion plans.

Bonus - convince Israel of the threat posed by a rogue Shi'a state and get their tacit help
 
In material terms - increase the numbers of T72's. In the initial phases of the war they only equipped the 10th armoured brigade which became something of an elite fire brigade unit . The Soviets then stopped exporting them for a few years as they were somewhat upset about Saddam invading without their knowledge. The T72 outclassed pretty much anything the Iranian's fielded including Chieftains. More Zsu25 and Zsu57s to counter the very large and effective Iranian army air corps cobra's and huey's. Larger ammunition stocks

Training in just about everything for everyone would help
