AHC: post-Watergate Congress addresses manufacturing job loss in United States.

This was the Democratic majority which was increased in the Nov. '74 Congressional elections. And there was a recessional in early '75, and a pretty serious one at that.

How far could they have gone in bending the path and finding good jobs to take the place of the ones which were lost?

From what I see from this chart, Congress did override Ford in 12 out of 48 vetoes. (setting aside pocket vetoes when Congress has already adjourned)

The Senate actually looks like it lost Democratic seats in the '74 mid-terms, going from 67 to 62, please check out chart yourself.
