I know that this is going to be quite the task ahead on this one, but here me out.

Whilst in opposition in the 1970s, Harold Wilson said that he had a 16-point plan on crafting a united Ireland in addition the 'Doomsday' plan about leaving N. Ireland during the height the Troubles. The key aspect for Wilson, as with many British and Irish politicians and diplomats at the time, was there would need to be a majority consensus in both the Republic of Ireland and in Northern Ireland in favour of unification. Obviously this never came to pass.

My challenge to you is, with a PoD no earlier than 1960, is to make the possibility of a united Ireland more likely & achievable without creating a dystopian, nightmare scenario of N. Ireland falling into civil war and the Irish military unable to combat this (As was the fear of the Irish government in such a scenario).
