AHC: politically unified European Union

With any POD after Germany's unconditional surrender on 8 May 1945, form the European Union an actual federal and democratic superstate encompassing (at minimum) France, western Germany, Italy, and the United Kingdom.

Bonus points if you do it through bilateral or multilateral agreements, without a single country expanding militarily and expanding their democratic government to those separate countries.
 
Continuing Cold War until today. The pressure from an hostile power dominating the East of the continent would force an even closer European integration as OTL.

If we have a successful European Army and the Economic integration happens a little bit better than OTL, I could see a federal European state emerging somewhere between 1990-2020.
The Benelux, France, Italy and Western Germany would in almost all cases be part of that federal state. To get Great Britain in would be probably more difficult but not impossible if there are huge benefits from it.
