Just have the Battle of Yungay (1839) go the other way and the Confederation survives for longer. By this point, Santa Cruz would likely learn his enemies' motives and decide not to intervene in Chilean politics much further. Perhaps he also concedes some more autonomy to the Peruvian elites.

Yungay is Too Late, it´s was the Swan song battle of the Forces of Peru-Bolivia, And this point the Restoration Army, have control about all the South Peru, With Lima include and a ample support of Peruvian nationals,Between the Peruvian component of the Army where Ramon Castilla, Future elected Peruvian president, Juan Crisostomo Torroco, Juan Bautista Eléspuru, Juan Francisco de Vidal La Hoz, all of them Founding Fathers of Peru, for the Santa Cruz Side, you will hard pressed to count some important Founding father of Peru, that were in arms against the Santa Cruz government, Even if Santa Cruz Win, htere is little to none Chance he could squash their enemies, that they would Accept that Bolivia have the preponderance over Peru in the Confederation or that they let them alive with power over Bolivian territory

Santa Cruz know the Chilean Motives, and he was astute enough to end the First Chilean Intervention, Guided By Manuel Blanco Encalada, with a Peace Treaty, that basically offered what you say, and the Chilean Government rejected Because their objective was the complete dissolution of the Confederation after the Portales assassination, instigated by Santa Cruz(supposedly).

Maybe Chile will accept a Confederation if was not created and led By Santa Cruz, But in that point enter the internal politics conflicts of Peru and Bolivia in which Chile don´t have implications

I subscribe to the Historiography that the war against the Confederation Peru-Bolivia was a Peruvian Civil War, with Important intervention From Bolivia First and Chile and Argentine in a second stage.

To the original Question How to make the Confederation Last longer? Well easy make the Union Based in The Gamarra Proposal, where the union where to be discussed in a congress, the union have ample support in both countries, and that the Vote decide the union of the countries, and not make it born from a Bolivian Invasion over Peru
