AHC: Persia get Iraq when partitioning Ottomans.

With a PoD after 1800, is there any possibilities that Persia will get Iraq, Kuwait and the Ottoman controlled Perisan gulf if they join other great powers on partitioning Ottomans?
 
Only if the Great Powers don't want, or don't know about, all the oil in the area. Even then, I'm not sure they're going to want to replace one non-European local power with another. IF Persia was conquered by Britain and became the jewel in the crown, and IF something happened that crippled all the Great Powers and prevented them from taking part in the partition of the Ottoman Empire, then MAYBE Persia could get the territories you suggest.
 
Maybe if the Western Powers decides to use the Ottoman-Egyptian Wars to end the Ottoman Empire. Let's say that Egypt get Greater Syria and Hejaz, France set up a protectorate over Lebanon, maybe the modern Syrian coast and Cilicia, while Russia take eastern Anatolia, Austria the western Balkans, while Greece are enlarged and Bulgaria are made independent. If the Persian have a competent government while this happens, they could get Mesopotania, mostly because we're at a point where no European power gives a damn about it. The Zrussians also gave a interest in it going to the Persia rather than another European power.
 
Just get an early partition of the Ottoman Empire (say, get the Ottomans to collapse by avoiding Mahmud II, then have the beys and pashas, which remain effectively independent, catch the eye of the European states, effectively causing a partition). Then, the likely result is that the Persian army marches through Mesopotamia against the moribund Ottoman state.
