An idea: how would you go about to get the Galvez proposal for the Bourbon reforms adopted as is; that is, New Spain also gets split up in two viceroyalties, with a viceroyalty of Nueva Vizcaya covering Coahuilha, Tejas (minus lands conquered on Tamaulipas), the Californias, Sonora & Sinaloa, Nuevo Mexico and Nueva Vizcaya. IOTL IIRC the main problem they had was their extremely low population (a problem, that Rio de la Plata had to a lesser extent, however, since it only got its first viceroy decades after the Bourbon reforms) - also apparently wiki says something about them costing more in military budget than their entire government income (which I didn't know...).

Would this be likely to lead to another republic in the Southwestern US?

If Spain can get enough people there and a sustainable population then yes. Although the majority would be concentrated in Coahuila and Tejas, Maybe the Sonoran coast.

It would be fairly easy for Britain or another power (the US) to later take California or the Northern Territories (Nor Cal /Utah) because of their sparse population and their isolation form the populated parts of this Republic/Viceroyalty.

Also if the 7 years war goes as OTL's then Louisiana would be annexed to this Viceroyalty instead of New Spain. Because presumably Tejas and Coahuila would have a large population Loussiana could then experience a hispanophone immigration boom from Spain and the other Viceroyalties. Maybe down the line, Spain would refuse to give it back to France.
