Essentially once you lower economic pressure, you could have lower murder rate. Also by keeping people employed and generally making them loose focus on violence by not glorifying it in culture - these would help as well. World peace is a must have, unless war zones doesn't count. Lastly you would need non-oppressive regime lording over these people. Cops should be more like English Bobbies,rather then American Sheriffs. First because such oppressive regime would most likely overfill the tight murder quota. Secondly because such regime would most likely cause people to fear and hate it.
