With a post-Treaty of Versailles POD, have the Balkans become a region of stability and have the ethnic and nationalistic issues become a thing of the past as well as stable democracies develop in the region.
Yugoslavia annexes Bulgaria and doesn't fall apart. Albania is fine, and Greece is semi-fine. Romania I cannot think of anything for them... Sorry.
They are south slavs and they wanted to be united. I think people are contesting your "when".Or you just end up with Croatia and Bulgaria trying to partition Serbia when Yugoslavia collapses.

The Southern Slavs aren't all that different from each other, and they were so ethnically and demographically mixed throughout the area that one state incorporating them all was the obvious solution.
And it was a solution that had considerable public support for much of that time.
