AHC: Partisans Liberate Italy

What would it take for, without Allied ground troops landing on the Italian mainland itself (let's say they still take Sicily), for the Italian partisans to overthrow the fascist regime mostly on their own, a la Yugoslavia/Albania?
 
They did. Remember what happened to Mussolini?

They did have control of a lot of territory, especially in the north, by the end of the war, but that was with Allied troops occupying much of the mainland. My question is can they win without Allied troops on the mainland itself?
 
I think you still need Allied boots on the ground to even get major partisan movement started.
Best case scenario is that a civil war starts in Italy with some army units deciding to fight both the Nazis and the Fascist government. Even then it will still come down to the Allies entering Italy and taking advantage of the Chaos.
