AHC: Partial Unification of Germany and Italy

Create a Europe in 1870 in which Germany and Italy are partially unified.

Germany may have central authority vested in Prussia, but it must not be an empire. The more political concessions to constituent states, the better. At the very least, Bavaria must retain full independence (though it may have an affiliation with the rest of Germany.

Italy may not be a centralized kingdom. Part of it may be centralized into such a kingdom but not all of it. It may be headed by the House of Savoy. At the very least, Two Sicilies should survive though like Bavaria, it may have an affiliation with the rest of Italy. Austria may or may not hold on to parts of Italy.

What is the effect on the other powers, especially France and Austria.
 
Napoleon dies in 1799 and Sieyes manages to implement his oligarchical republic. Without the need or desire to constantly war against Europe, peace is maintained in 1802 in accordance with the wishes of Talleyrand and co. Any future wars are probably for specific, quick objectives (like the resurrection of Poland) instead of a general attempt to gain complete European hegemony. Without the massive restructurings of Germany and Italy (along with the decades long repression of liberal ideas), Germany and Italy stay disunited and under heavy Franco-Habsburg influence.

This would be a huge boon for France and the Habsburgs as the unification of Germany and Italy was directly contrary to their geopolitical interests.
