That is true, but only if you assume that the Great Powers are somehow interested in Anatarctica. 1912 is just before WWI. If Norway waits until 1914, there is no grat power havin time and inclination do deal with a giant iceberg. And Norway could simply join WWI on the side of the Entente - in exchange for Britain recognizing their claims.
Also, you don't need to put much garrison in a country nobody wants to have. And you only need to guard the parts where an invasion is logistically possible.
This isn't going to happen beofre 1970/80. If Norway manages to hold on Antarctica until then, I don't see anyone being able to doubt Norway's claim on these lands.
