A power struggle after Kim Il Sung's death results in the Kim family being reduced to figureheads politically, a la the British royals. The Workers' Party splinters off and follows China's model.

Only USA can make this happen.
If USA had obeyed the <Framework agreement on resolving the North Korean nuclear issue>, the economic reform had happened.
If North Korea wasn't be called "Axis of evil", it's possible that there were a economic reform, however it's not as sure as in the first situation.
With a treaty that promise North Korea's safe and indenpendence and well obeyed by USA, North Korea's rulers would start a economic reform.
