So, the challenge here is to give the Austrian (or austro-hungarian if you want) throne to a non-Habsburger, with a PoD after 1400. It doesn't matter the shape of the empire, as long as its capital is centered around the austrian region. The king can be related to the Habsburg dynasty, but is not inserted into the dynasty's bloodline enough to be considered a member of the royal house. He can even be an usurper.

Could Napoleon once get angry at the austrians for some betrayal and then decide to dismantle them, giving the austrian throne to one of his relatives or generals?
 
If the hapsburgs die out in 1670 (Charles II of Spain dies in infancy, then Leopold as he almsot ddi OTL), and Ferdinand Maria takes over with his son eventually marrying Maria Antonia, would the Wittlesbachs call it Austria even if Bavaria is where he originally reigned? It could be called Austria because of the prestige.
 
Kill Philip I of Castile before he sires children, and kill off Maximillian shortly after. Have Margaret of Austria have children with Philbert, and voila, Savoyard Austria.
