AHC: No President Woodrow Wilson

This is my first attempt, so all advice is welcomed. :D
What if Woodrow Wilson were not President of the USA?
If he won his battle with Princeton over the location of the graduate school, would he have entered politics?
Without Wilson, what would have happened to the 19th Amendment? What about the Federal Reserve and the progressive income tax?
Would the US have gotten into WW1?
Would the Fed have re-segregated? (And, would the KKK have had a renewal? Without Wilson’s endorsement, would Birth of a Nation have been even more condemned?)
Even if the US got into WW1, would there have been a crushing of dissent, and a Red Scare?
Without Wilson, would the Versailles Treaty have been such a muck-up?
If he did go into politics, and ran for President, what would it have taken for him to have lost?

No change on the Income tax. That was close to ratification even before Wilson took office, though the last few ratifications came after his inauguration.

The Federal Reserve might still have come in under another POTUS, though the membership of the Board might have been different.

Similar for female suffrage. Both Champ Clark and WJ Bryan (the likeliest alternatives to Wilson) favoured it. But if the US stays out of WW1 its adoption may be delayed.


Would the US have gotten into WW1?

Depends on who replaces him. Bryan will stay out regardless, and probably Clark - though if the Germans still adopt Unrestricted sub warfare the pressure to enter would have been heavy. Thomas R Marshall is hard to call, but all three of these alternatives were Midwesterners and probably more isolationist in sentiment than Wilson was.

Depends how many Southerners are in the Cabinet. Since the likeliest alternates are northern or border state men, some Blacks may keep their jobs.

I don't see attitudes to BoaN being much changed.

The Red Scare, I fear, is pretty likely under anyone. The war years have whipped people up into a frenzy, and its not going to fade away just like that.

The ToV will be awful, no matter what. Its framers were looking over their shoulders at a vengeful electorate, so they don't have much leeway.

Once he gets the Democratic nomination, only premature death can stop him winning in November. The Republican Party is in a total shambles. But it is entirely possible that Champ Clark or some other Democrat might have been nominated.
