AHC: no Massachusetts compromise

So when looking for potential pods for my first timeline I found a interesting piece of history, the massachusetts compromise.

To sum it up the compromise was an agrement between federalists and
Antifederalists agreeing that if the Antifederalists agree to support ratification then the Federalists agree to support a bill of rights. This was mostly spearheaded by John Handcock and Samual Adams

So the question is how to make this compromise never happen.

Perhaps a longer fight over the Connecticut Compromise makes people less likely to compromise in the future? I could see Massachusetts essentially flipping its OTL resolutions, and instead of ratifying and recommending a bill of rights saying that they would only ratify after a much stronger bill of rights, probably giving express protection to states as well as individuals, was adopted.

Would i be correct in stating that the rights they would want for states are stuff like regulating interstate trade and legal nullification

Possibly; more generally I'd imagine that you'll see more delineation of a state's right to control its militia and such, and maybe more emphasis on the rights implied by being a citizen of each state. For a positive outcome, these amendments overrule the fugitive slave clauses and later fugitive slave acts...

The negative affect means that it weakens federal government and no federal army not even sure if navy and marines.
