At any rate, to address the OP: Afghanistan gets more troops, Taliban largely destroyed around '07 or '08, less severe economic downturn, more support on War on Terror, and Europe doesn't get the "pingko kommie basterds always verking against 'Murrican inturrrest" reputation - definitely butterflies away Freedom Fries. :rolleyes:

So what were the No-Fly Zones, if not staying there since 1991?
 
They did, however, ensure a near-permanent US military presence in the region and sporadic, rapid, limited conflicts.

Furthermore, they were part of the escalating US response. Remember that Bush II was planning Desert Badger (shoot down of a US aircraft as pretense for an invasion) well before 9/11 - 1st NSC meeting, IIRC.
