AHC: No Indo-Pakistani War of 1966

So with a POD of 1957, how can you have Ayub Khan not launch the war, starting with the cancellation of Operation Gibraltar?

Or could you have Operation Gibraltar succeed (without getting spotted by the Indians).

In both way, I know that Pakistan was a model country in economic development during that time; South Korea directly copied from the second five-year plan of Pakistan. Pakistan had 11% growth rate during that time. So if Pakistan is on the same level as South Korea or Singapore ITTL, but with five times the population... Wow.
 
Pakistan's wealth, unfortunately, was concentrated in the hands of a clique of family-patricians that essentially were the only benefactors of Ayub's economic plan.
 
Have Ayub veto the operation. It was a huge gamble, and once we get into the war then the idea of preserving a state of conflict only in Kashmir is quite difficult.

He could veto it, so that's possible. But if you want Pakistan to economically succeed, then a distribution of wealth has to be simultaneously approached with their economic plans- having what amounted to 0.5-5% of the population being in control over the majority of the country's wealth and industrial resources has kept it down, but at the same time familial politics was very important in the balance of power in the country. It's kind of a huge quagmire.
