AHC: No guns on Canadian city police

Challenge:

Have the Canadian city and provincial police officers not carry firearms, like their British counterparts. The firearm officers are all RCMP and it is seen in Canada that only the RCMP officers carry firearms on a normal day to day patrol.
 
The police in Victoria (Aus) carry guns because of bushrangers that prowled the edges of our early cities and on the routes to and from the goldfields. Was Canada like that historically more or less?

Nope. We sent the Mounties to go pacify things first. A few American bootleggers and prospectors causing trouble, but that's about it.

This is the major thing I think. For Canadian police forces to be largely unarmed, you'll need either no Second Amendment or a much more restrictive interpretation of it in precedent law. Otherwise, the combination of plentiful American firearms, the long and hard-to-patrol border, and the existence of crime would force the police, in the long term, to either arm themselves or be seriously outgunned by criminals.
