AHC: No Florida population boom

Before the turn of the century, Florida was the least populated state in the South, with most of the southern half of the state being sparsely populated swamp and marsh. However, public and private efforts drained much of the Everglades, sold land in huge quantities to developers, and eventually Florida became the third most populous state after California and Texas after taking in millions of Northern retirees and quite a few Latin American immigrants. The introduction of the indoor air conditioner also made the state much more livable.

What kind of POD allows for more of the Everglades to remain intact and Florida to remain a relatively small state? And what are some other areas that could see such a population boom without the rise of Florida? To make it easier, read the thread title as "smaller boom".
 
America keeps Cuba and the migration that went to South Florida OTL goes there instead.

Alternatively, have Henry Flager never decide to develop the Florida Atlantic coast. Everything from St Augustine to Key Biscayne is a product of his endeavors.
