AHC: no conscription in the US during Vietnam War

The current British military has a high percentage of non British recruits (Gurkha, Commonwealth and Irish).

You'll note, however, that the Ghurkas are technically still mercenaries. And given the close relationship between states of the former British Empire, perhaps it's not surprising the rules are a little freer in such cases.
On the other hand, I remember reading somewhere that there's a significant number of Samoans and Puerto Ricans in the US Army, and they're not part of the US. Can anyone confirm that?

There are, but Samoa and Puerto Rico are part of the US. They might not be states, but they are still the sovereign territory of the USA.
