I don't blame either President, Clinton or Bush, for the terrorist attacks. Both made moves, if small, to combat terrorism, but both underestimated - understandably - the possible power of Muslim terrorism.
Now that said... there's only a handful of ways to prevent 9/11 and none are really plausible:

- The United States either never stations, or removes, any troops in any Middle Eastern countries, INCLUDING Saudi Arabia.
- The Soviet Union never enters the '80's War in Afghanistan and/or the Mujhadeen resistance never forms and/or is not aided by the United States.
- George H. W. Bush instead causes a full invasion of Iraq, ensuring re-election and causing further, long-term concerns about Middle Eastern wars and terrorism, making it a greater issue in the long run and thus making it more likely OBL or al-Qaeda could be apprehended or blocked earlier. (This is a pretty weak one.)
- The Taliban never comes to power in the first place, giving al-Qaeda no place to plan it's strong military operations.
- The Twin Towers/World Trade Center are never built to begin with, meaning a different target is chosen.
- The United States and/or the Islam culture do not exist as of 2001, for whatever strange reason.
