Maple Leaves definitely represent Quebec.
Maple leaves were chosen for the RCAF's roundel because they turn brilliant colours during the autumn: green, blue, purple, white, yellow, orange, red, etc. Southern Quebec is a brilliantly coloured place after the first frost of the autumn. Tourists come form miles around to tour the area and admire all the pretty coloured maple leaves.
Also consider that Quebec produces most of the world's maple syrup. Only tiny amounts maple sugar are produced in neighbouring parts of Ontario, New York, Maine and New Brunswick.
Norman lions make sense if you consider that the first wave of French settlers sailed from the coast of Normandy, France.
