Inspired by the famous, "Mr. President, we cannot allow a mine-shaft gap!" from Dr. Strangelove, or how I stopped worrying and learned to love the Bomb.
Your mission, should you choose to accept it, is to create an AH scenario where the statement "Mr. President, we cannot allow a <thingy> gap!" is made under the following circumstances.
1. It is said in all seriousness by someone who is sober, relatively sane (Joe McCarthy is thus a valid speaker), and at least somewhat informed about the issue at hand.
2. It is said to either the President of the United States of America, or the General Chairman of the Communist Party of the Soviet Union. (In the latter case, please use the phrase "Comrade Chairman, we...".)
3. The subject <thingy> must be something that one would not normally believe would have any relation to national security, but in the scenario could plausibly be critical to it.
4. The circumstances of the conversation must be either clearly reasonable (e.g. the National Security Adviser doesn't need a reason to be briefing the POTUS), or clearly explained in the scenario (John Doe the used car salesman from Wichita can talk to the POTUS if you provide a reasonable explanation for how he got there).
Bonus points for using a real person, provided they act in a manner consistent with their behavior IOTL.
