AHC: Most chaotic 21st century possible

With a 1990s POD, your challenge is to make the 21st century as chaotic and dystopian as possible. Note that nuclear apocalypse/meteor collision PODs and other mass death scenarios are not allowed.
 
Collapse of the Soviet Union descends into civil war and drags in NATO forces principly in the former Eastern European nations - mainly as peacekeepers

Several black hawk down write large style type ops occur as rapid reaction NATO forces scramble to prevent NBC weapons from falling into the hands of 'undesirable factions' and costly peacekeeping ops prevent the 90s being the decade of the peace dividend.

Several nations take advantage of the NATO Nations being distracted as well as the USSR no longer existing.

Iraq invades Kuwait and Saudi Arabia destabilising the middle east, China starts throwing its emerging muscle around the South China sea and clashes with Japan, Yugoslavia collapses into an even bloodier civil war than OTL.

North Korea attempts to invade South Korea (due to a drawdown of US Forces as they are redeployed). Civil war erupts in Apartheid South Africa and this ultimately involves the neighbouring nations.

Elsewhere in Africa nations created by 'white men drawing lines on a map' break down along legacy tribal lines and a number of horrific long drawn out brush wars and with the Western nations otherwise occupied and stretched this also leads to several serious famines which the developed world is slow to respond too.

By the end of the 90s religious fundamentalism is rife in the Middle east, India, Pakistan, North and East Africa leading to severe terrorism and civil strife.

In parts of China despite heavily being suppressed civil strife along religious lines begins to emerge

In the western nations the mass influx of immigrants fleeing the various war zones coupled with a number of terrorist attacks as well a POL shortages empowers the right wing nationalists

Compared to the above I think we did quite well!
 
Bush 43 dies in 2002 due to choking on a Pretzel, Cheney becomes President and not only is Iraq invaded, but so is Iran. Cheney (or his hand picked successor) win in 2004 and attack Syria sometime between 2005 and 2007. The financial crisis happens right on schedule on top of that and with even more instability in the Middle East, Gas prices are even higher than OTL.
 
1999: A much worse Columbine massacre. PoD.

2008: The Russo-Georgian War resulted in the capital Tbilisi captured by troops led by Lt.-General Khrulyov. On the same year a US memo about helping the Georgia to fight Russia aggression is leaked to the public. On the month of November large protests erupted in Russia which unfortunately were violently suppressed.

2009: Russian intelligence operatives infiltrate Clinton's home looking for materials backing up an alleged Western-backed conspiracy to bring about a colour revolution in Russia. President Medvedev is abruptly ousted from power by Putin and laid the blame to the CIA.

2010: Ukrainian presidential election was won by pro-Russian candidate Viktor Yanukovych. A copy of NATO's EAGLE GUARDIAN plan was smuggled to Russia with help from a mole. Failed Turkish coup attempt led to distancing away from NATO. A British airways plane was accidentally shot down in Kaliningrad by a Buk missile. After a prolonged period of tensions, a war finally broke out when President Obama was assassinated after the Marine One he was in was shot down by Russian GRU operatives inside America. Russian troops and its Belarusian ally pour out across the Baltic States then into eastern Poland, in addition to northern Norway.

2011: For the first time in history anti satellite weapons were used against Russian satellites. US Tomahawk missile mistakenly hit a Russian bioweapons facility causing an outbreak of Marburg virus. The tide begin to turn as the US allies decide to invade Sakhalin to divert Russian troops away from the main European theater. Eventually Russian troops are pushed out of Poland, Lithuania and some part of Latvia. Belarus and Kaliningrad themselves are invaded by NATO along the way, resulting in the capture of Alexander Lukashenko in the former. After the fall of Belarus Vladimir Putin decide to detonate a lone nuclear missile at the Atlantic Sea. US responded in kind by exploding theirs high above at the Baltic Sea, resulting in Putin being overthrown by "saner" military generals.

2012: Russia now led by a new leader negotiate an end to the war. One of the reparations given were ceding some of the Kuril islets back to Japan, letting Belarus to choose its own trajectory (with the return of Ivonka Survilla's government-in-exile), demilitarization of Kaliningrad. However some NATO PoWs in Russia who had specialized knowledge would never be let back to their homelands again, because they need them for future purposes. China emerged unscathed and ascendant in the aftermath of the brief WWIII.

Taking advantage of the post-war chaos some terrorist organizations buy stuff from the ex-Soviet arsenal (Including nukes.).
In the 2000's and the early 2010's a terrible serie of terrorist nuclear attacks hit many big cities around the globe.
The result is a super violent backlash against these terrorists* and many innocents.
* Whoever they're ITTL.
 
Vladimir Putin resigns in the face of public pressure (catalyzed by a less secure grip on power) after the Kursk submarine disaster of 2000. In his absence, a more careless and even more nationalist president takes over the reins, and diplomatic crises gradually befall the world...
 
1993: Russian constitutional crisis occurs, Yeltsin flees Moscow and rises an army of Loyalists who are defeated. China sees the opportunity to reclaim “Outer Manchuria” and invades Russia annexing Primorsky Krai, Sakhalin Island, Southern Khabarovsk Krai, Amur Oblast, and the Autonomous Jewish Oblast. After seeing this event the West breaks off relations with China.

1994: After seeing China instead of Russia as the major threat to America, the US authorizes a “second Marshal Plan” to former soviet block states, with the main focus being on technological upgrades and automation to Eastern Industry and support for a service sector for laid off workers.

1995: China after seeing the US aid Russia starts taking over assets owned by western Companies in China and hands them over to Chinese businessmen, significantly reducing trade between China and the West. A Nuclear arms race between China and the West starts.

1999: Russia, Ukraine, and Belarus join NATO. US Tanks are being placed on the Russo-Chinease boarder.

2001: 9/11 occurs, the White House is destroyed. US president George Bush is killed. Richard Cheney becomes president. In addition to the attacks IOTL Big Ben, the Eiffel Tower, and the Kremlin are all attacked and destroyed. Afghanistan is invaded and a new government is put in charge. NATO blames China for the attacks. China denies the allegations but the Chinese Foreign Minister said “you imperialists had it coming.” NATO declares war on China. American and Russian Tanks pour into China virtually unopposed and reach the Yellow Sea, dividing Manchuria into two sides. Then Chinese Infantry surround and encircle the tanks. However, the Chinese are unable to close the pocket. So they decide to use a tactical nuke against the NATO armored divisions. The US then starts a large scale nuclear bombing of Chinese cities in retaliation. Russia, France, and the UK quickly follow suit. China then begins nuking American, Russian, and European cities. The result in the China endures a nuclear holocaust with a surviving population of one hundred million with no functional government. Moscow, St. Petersburg, Berlin, Paris, London, DC, LA, and New York are all glassed, however a functional state still exists in the NATO countries but their economy collapsed from the war.
