As of 2011, Turkey has only a negligible number of people of African descent while the majority are of varying degrees, a mix of various Balkan ethnicities and Turkomen. I shouldn't need to go to the long history of the Ottoman Empire and its end resulting in a mass explosion of Balkan Muslims into Anatolia, changing the demographics of the country forever.
The challenge here is, starting with 1900, to increase the population of black Turks to the greatest extent plausible. Bonus if you do it in the post-WW2 years.
