AHC: More of Europe Experiences French-type Demographic Transition in XIX Century

Here's a reverse of some of the other recent what ifs posted regarding France experiencing higher population growth during the 19th Century. What if, instead, other European countries especially those with relatively high levels of socioeconomic development such as the UK, Germany, and the Low Countries experienced a similar birth rate to those of France? I have some ideas as to what might cause this such as a more successful Revolutionary or Napoleonic France resulting a greater spread of secular and egalitarian values in the Continent but I'm more interested in the effects of a rather less populous Europe long-term.
