How could the Federal Republic of Germany have more states within its OTL territory? Could Franconia be taken from Bavaria and become its own state? Could Baden and Wuerttemberg never be merged, or Schleswig and Holstein created as separate states? Could what became North Rhine-Westphalia end up as two or more separate states? After re-unification, was there any possibility of a Lusatian state being created from parts of Saxony and Brandenburg?
 
There were various referenda on this matter IOTL.

The exact borders of East Germany will have an impact on this. I could see Mecklenburg and West Pomerania being separate states, possibly.

Maybe the Rhineland is either kept as its own state, or split into two, with the Palatinate as a separate state. Possibly Lubeck is reinstated as a state of Germany, like Bremen and Hamburg.
 
No unification of Baden-Württemberg would be quiet good point. And instead creating such large Niedersachsen state make that two or three states.

And perhaps you could re-create city-state of Lübeck.

Middle Saxony (Prussian Saxony)

Upper Saxony (OTL Saxony)
Westphalia
Wurttemberg
 
I'm still advocating to split Nordrhein-Westfalen (my home state, by the way) into three distinct Bundesländer: Rheinland, Westfalen and Ruhrgebiet.

Here's how I would "design" the post-WW2 Bundeslaender:
While I would agree with most of these, some of them take things a bit too far; like Hohenzollern, Hannover and Lübeck, for example.

Besides that, the OTL city states (Berlin, Hamburg, and Bremen) are in general a failed design, and should never have existed as distinct entities to begin with. Having them being absorbed by surrounding states would have been and still would be a lot more efficient.

I am from NRW too and splitting it up is fine with me. But only in two Rheinland and Westfalen. Ruhrgebiet has not a history like Wesfalen and Rheinland.
Frankfurt could become a city state again.
