If something like the 'Sea Dragon' never actually has to rest on a solid surface (Other than its construction in drydock) then.....


Just how big can such a vehicle get?

NASA crawler-transporters are about 3,000 tons. Largest marine vessels are about 100,000 tons. Therefore, water support allows to raise mass of vehicle ~30-50 times. Roughly it mean the same weight can be returned from Moon with 40% worse ISP of rocket engines.
