The challenge is to create a situation post 1945 where the US and and one of or both of Canada and Mexico peacefully form some sort of economic, political and customs union with the United States. This isnt supposed to be just some sort of NAFTA+ situation with more deeply ingrained customs areas, there needs to be a level of integration roughly equal to the EU (Common currency, common customs area, freedom of movement ect.). Obviously the dynamic of this union would be different than the EU (where there are several roughly equal members), with the US standing as the dominant party and likely setting the bulk of the rules (eg. the common currency would still likely be the American Dollar). If you can come up with a scenario where the US peacefully absorbs one of its neighbors as states in the US that's fine too, but probably very difficult post 1945.
Looking at the historical (eg. Eisenhauer deportations) and current (eg. Trump Wall) US-Mexico relationship, Canada is probably the easier candidate for this scenario, however Quebec would prove a very thorny issue (Any US led Union would likely never grant French language equal status with English in this superstate and even allowing Quebec to discriminate against English -and all other languages- internally as in OTL would be a tough sell for Americans) so it is ok to spin Quebec off as some sort of quasi-independent dependency (ala Puerto Rico) or even a nominally independent (but really heavily US controlled) state that is largely subject the the legislation of this Union (eg. like the EFTA member but not EU states in Europe), as long as you get the rest of Canada in this Union. Still if anyone can actually come up with a possible scenario for including Quebec and Mexico to some degree (maybe a formal or informal multi-leveled membership system?) that would be great.
This scenario doesn't necessarily have to result in the "EU in North America", it just needs to have some significant level of integration between the US and one of or both of its neighbors that are beyond just trade blocs and have some (although not necessarily total) political integration and customs integration. How far that goes is up to you.
