AHC: Miao "China"

Your challenge is for a scenario where an empire which controls the core areas of China (here is what the approximate extent of said empire would be like) which is majority Miao culturally and ethnically (at least among the ruling classes, so a Miao aristocracy ruling over a Han peasantry would be acceptable) with a POD after the rise of the Zhou Dynasty (so the POD would be later than 1050 BC). Bonus points if you manage it without any plagues or nomadic invasions which decimate the Han Chinese.
 
Well personally, the best bet for a "Hmongland" would be within Zhou era, especially during the Warring States period: Hubei and Hunan could be the best candidate
 
(Cat'hay jokes aside) what is needed is to strengthen the Miao relative to the Han.
Best scenario does seem to require a Miao state during the Warring States which later on becomes ascendant.
 
This is a really interesting scenario. Were there Hmong-dominant states IOTL? The Chinese seemed to have viewed them as a decentralized 'tribal' people, but maybe that's just Han chauvinism.
