POD before 1900? A brutal civil war with foreign intervention leads to the dissolution of the United States as we know it. One of the balkanized states in the Northwest retains the name, "the United States of America" and its constitution.
 
I would put the PoD some time during the 16th or 17th century, and have Spain focus more on Mexico, and by extension the area in the southern USA. After a war or two, Spain takes some of the Thirteen colonies. A bit later, the Less-than-13 colonies, and then Mexico become independent. Mexico will be larger and better as a result.

Presumably you want the US as happened OTL. If not, the answer is easy: have the US fall apart upon independence. OTL Mexico is automatically a better option, or at worst, no worse than the various failed or bickering republics of the 13 republics.

Right around mid 1700's have a proactive Spanish King who decides a prince should become master of the land. A (decent) Prince turned King will highly likely create an atmosphere which will foster cohesive nationality. the move needs to overcome the existing attitude of Penninsulars are the only ones worthy of running the territory. But if the Prince does that, and manages to create a decent governing structure, North America is the Mexican Oyster, regardless of what the US does.

Early US civil war combined with a change in the outcome of the Mexican revolution to end with said revolution being shorter, less damaging, and relatively united in ideological nature (rather than the mini Royalist vs Liberal civil war and then a war against the Spanish).

Follow this up with the new Mexican state to continue subsidizing the Comanche and allied tribes, and thus preventing the depopulation of the Mexican north, and decades of stability.

That nets you a Mexico from Costa Rica to Upper California with reasonably intact settlements up north, and a Cossack brigade by 1820 or so.
 
If Mexico's road to independence was much smoother (ie either a stable empire of Mexico, or Republic of Mexico) They could easily be in a position to rise over the US. Maybe they get Louisiana, maybe not, but if they have the extra land they could do a homestead act type of thing, and that would make them an immigrant heaven, at least for catholic Europe
 
1) Spanish roayalty flees to Mexico (Aranda Plan? Napoleon?) = Stability

2) No US Constitution = the US eventually falls apart.

Short of a scenario in which the U.S. completely unravels following a Confederate victory, this is ASB after OTL Mexican independence.
