During the first half of the nineteenth century there was a debate in Mexico about annexing Cuba. People were concerned that if this was not carried out Mexico would become "a prisoner of the gulf" but ultimately it was opposed by the then president. The threat was serious enough that the Spanish fortified Havana during this time. So what if Cuba somehow became part of Mexico?
