Japan, South Korea, and Taiwan have been developed for decades, China is enormous in terms of economy and territory. How to "persuade" them to embrace mass migration from the rest of the world?
 
The gender imbalance led to a surplus of bachelor men in rural areas of South Korea and Taiwan. This has led to a massive marriage broker business where they pay to search for women in countries like Vietnam, Thailand, and the Philippines. This has resulted in schools in rural areas being more ethnically diverse than those in the cities. As they immigrated for marriage, these women are entitled to local citizenship. Not so much a problem in Taiwan, but a source of resentment in South Korea from their deplorables.

Japan, South Korea, and Taiwan now all host vast temporary foreign worker communities from poorer Asian countries, but there is no pathway to citizenship for any of them.

There's anecdotal evidence of rural Chinese men seeking women from Vietnam, Myanmar, and even North Korea (!!), and of Chinese factories and farms hiring Vietnamese illegally. But China is so vast these migrations don't register.

Japan allowed the migration of over one million Brazilians of Japanese descent to fill labour shortages in its manufacturing sector, assuming they would quickly assimilate into Japanese society. This hasn't happened, and during the 2008 financial crisis the Japanese government paid them to return to Brazil and agree never to seek work in Japan again. This demonstrates Japan doesn't even view Japanese-descended foreigners as their own. At least Japan has the largest Samba and Brazilian-style Carnival festivals outside Japan.
