AHC: Making super-heavies viable.

Hi, for the sake of clarity, I just bought a baneblade tank for WH40K and was wondering what it would take to make modern analogues of these things viable in history. The challenge is this: no later than 1939, make super-heavy armoured units widely used by the major powers, such a vehicle must weigh at least three times more than the comparable tank of that nation, approximately the ratio between the Tiger and Maus of Germany. To make this a little fairer, these tanks can be rare or used in specific roles, the question is purely about making them big, bold and viable in combat.

My own theory is that France and Britain get into a 'my horse is bigger' argument with the USSR in the twenty's and the US get involved as a matter of pride. Then 1933 comes along and Germany whips out the Maus early.
