AHC: Make this article a reality

There was an article in the Philadelphia Inquirer, recently, that pointed out that in Japan there is a culture of resignation after failure. For example, the resignation of Naoto Kan after the botched handling of the earthquake-tsunami and the Fukushima disaster. The article points out that by these standards, George Bush Jr. should have resigned after Hurricane Katrina, and the entire Penn State Board of Trustees should have all resigned en-masse after the Sandusky affair. So, your challenge is this: create such a culture in the United States. Create a culture in which the electorate would demand the resignation of elected officials caught in scandal of failure. (ex. David Vitter and the DC Madam affair, of Reagan and Iran/Contra)

In Western cultures there has been a decline in importance of Personal Honour, which is what causes the Japanese to resign.

I would say that having the military re-enphasise the importance, with Generals resigning over blunders would be a start. Once the public are "used" to such events it is only a short step to politicians falling on their sword. (particurly if they had a way back in a couple of years later!)

In America this may come about when some Generals resign over the 1812 War / Mexican War / ACW then into WWI and WWII (not to mention Korea and Veitnam).
 
For some time, there was a tradition in the british parliamentary system, including canada, for a minjster to resign if something went horribly wrong on his watch. Sadly, that hasnt been the case for some time. And even when it was it was often more when the press found out than when the minister did, but still...
