AHC : Make the Roman Empire found widespread colonies

okay not going to point fingers but any idea of the Roman Empire reaching North America when jumping across the English channel was one of the scariest naval voyages for them makes my head hurt.

They can however do some (modern word) colonization if they have these few criteria

1. Some emperor decides to combat the low Birth Rate hard and raises the bachelor tax or even goes further into the extreme by making it so that by the age of 45 if you don't have any children (special exception for army dudes) you lose your citizenship. Get behind the banner of conservative Old Roman values and one might be able to pull this off.

2. Better Atlantic ships, this could go any number of ways. Julius Ceaser had ships modified to be able to launch an expedition into Britain so we know Romans were willing to change their naval technology. I think a successful conquest of Caledonia and then Hibernia could be a significant push to further advance Naval tech in Atlantic waters. Not enough to do a full Atlantic crossing but enough to make it so sailing could be done reliably.

3. Perhaps a newfound taste for Beer, Mead, or Cider. This could make parting with their dear wine not so bad, especially when Beer and Cider are considerably cheaper.
