AHC: Make the Galloway plan come to fruition. An American Parliament.

Galloway suggested the creation of an American colonial parliament to act together with the Parliament of Great Britain. On matters relating to the colonies each body would have a veto over the other's decisions.

The Colonial Parliament would consist of a President-General appointed by the Crown, and delegates appointed by the colonial assemblies. Galloway's plan would have kept the British Empire together, while allowing the colonies to have some say over their own affairs, including the inflammatory issue of taxation.[1]

If moderates in Britain had really gotten behind this plan, and if it had been proposed a couple of years earlier, it would have had a chance of succeeding.

Wasn't it vetoed by members of congress before Britain got to hear about it?

Yes, same as the Albany Plan back in the 1750s. But if the British government had proposed it as a solution to the crisis, the colonial leaders would have come under tremendous political pressure to accept.
 
I'm curious to see how such a union would have continued? Like how the British knew they were going to have to let nations like Canada and Australia self-govern at some point, I'd assume a separation would still occur but it'd be much more peaceful and perhaps fruitful for both parties?
 
This isn't really a viable option from the British parliament's perspective. They would be setting up a body powerful enough to compete with itself, and that would likely become more powerful in time. Consolidating the smaller colonies into bigger chunks and having a series of American sub-parliaments is much more realistic, but it would need to be in exchange for them agreeing a fixed amount of contribution to the imperial treasury.
