AHC: Make the EU's 'Inner Six' federate by 2014.

Yes, I posted a thread with the same title a few months ago, but that didn't attract any responses.

Is there any way that the six founding Coal and Steel Community members (the Benelux, France, (West) Germany and Italy) could have federated by the present day?

Well......in other threads discussing the aftermath of Anglo-American Nazi/Limited Nuclear level devastation, I've seen people suggest such an arrangement would be the only plausible way to rebuild Europe.......

First possibility is, that France ratify the European Defence Community. A Joint european army would sooner or later demand a political Union.
Secons, that in 1962 DeGaulle has a bit more realistic view of France abiitys and push for an European Union based on the first Fouchet Plan.
