AHC: Make Pan-Americanism a much larger movement

With a POD after 1839, make Pan-Americanism a much larger movement. Something similar to what Simón Bolívar proposed at the Congress of Panama.

The Congress of Panama was a congress organized by Simón Bolívar in 1826 with the goal of bringing together the new republics of Latin America to develop a unified policy towards Spain. Held in Panama City from 22 June to 15 July of that year, the meeting proposed creating a league of American republics, with a common military, a mutual defense pact, and a supranational parliamentary assembly.

Make the US less hands off with its imperial ambitions, maybe start with the all of Mexico-ers. If the USA is gobbling up entire countries, the rest of the Americas will band together for survival's sake.

That can work. Also add more intense filibuster campaigns, and maybe cases of Hispanics becoming enslaved in the US South to make the cause more urgent.

In fact, maybe this would mean the coalition of American Republics banding together in the outbreak of the USCW to either march north to "Free Mexico", or go out of their way to flatten the CSA.
 
I imagine it would be mainly either be between the upper or lower classes of each country. The peninsulas and criollos looked down upon the natives, mestizo, blacks, and others.
