I never said that EMPs were infallible wonder weapons.
Both Soviet and American engineers understood the risk back during the 1950s. They published a bunch of scientific papers about EMP simulators during the late 1950s but went silent during the 1960s. Most of these EMP simulators included a stack of capacitor plates that were electrically charged then slammed together by explosives.
They used these EMP simulators to test how well-shielded new electronic systems were. It has always been a leapfrog race between new armour and new shielding. Every new generation of electronics has better shielding, which challenges the bad guys to develop even more potent EMP weapons.

More recently the USAF is deploying drones equipped with high pulse microwaves to mess up bad guys' electronics. HPM has the advantage of being able to fire multiple times during one flight.
 
Back in the 1980s the 12th Marine Regiment retained two M110 SP cannon, specifically for the nuclear mission.
and during the same timeframe, "Special Weapons" delivery was the prime mission of all active Army Field Artillery 155mm and 8" battalions. It was the one job you couldn't *uck up and expect to survive career-wise. There was zero tolerance for mistakes.
