AHC: Make more "North Koreas", psychologically 20th century countries survive into the 21st century!

I remember seeing a BBC report on North Korea a few years ago, about how "North Korea was so 20th century". Analyzing the daily life and infrastructure of North Korea as being a country where Agriculture and Industry make up the GDP of the country at about a 50%-50% ratio, most people are either farmers in villages, or industrial workers living in colorless panel apartments, and there is only a miniscule room left for the Service Sector, which provide the majority of the GDP of developed countries, and how for most North Korean youth, their role models are politicians like Stalin and Mao.

Your job is to make sure that more "20th century-like" countries survive into the 21st century, similar to the Genii, Tegalans, and Langarans from the Stargate Universe.

The main differences between a "21st century" and a "20th century" culture are that in a "20th century culture" most people are either farmers, or industrial workers living in dull apartment buildings. Cities aren't peppered with advertisements, and more ambitious youth strive to be scientists or engineers, rather than artists, performers, or entrepreneurs.

How could a cultural millieu like this exist in other countries outside of North Korea in the year 2020 and why?
