The Challenge is if you accept it is make Luzon Ilocano speaking at least have it as the Linguafranca in Luzon and make the Northern part of NCR and Central Luzon majorly Ilocano speaking, bonus points if you have a dominant minority of Ilocano speakers in Calabazon, Mindoro, Bicolandia and also if it is the National Language of the Philippines.

From what I understand the Manila tagalog dialect already had elements from Northern Philippine languages and if Ilocano predominated Luzon, the people of Luzon would ended up less amicable with the people of Visayas and there would be more cultural gap if Luzon is Ilocano speaking and the Philippines might end up balkanized in the long run.
