With a POD as early as 1776. Find a way to make it possible for Limantour to be President of Mexico
sometime between 1895 and 1930 without having difficulties with his nationality.

For example, change the constitution or make a different movement.

Okay, then I will follow the line of changing the constitution so that anyone born in Mexico but with foreign parents can be President.

I assume you mean Jose (Jospeh) Yves Limantour Sr. (His son was a prominent politician, and major figure in the porfiriato, it would have been rather easy to have him be president). For the father it could be a coup, or maybe a British or French puppet government in which he is installed as President
