AHC: Make Clothing Taboo

I don't think we need neo-Pagans. This could well happen in the stone age - people deciding the clothing is too restrictive and that it impairs their ability to fight and survive. From there, we have the Native Americans, who even ITTL wore little due to warm climate, and other OTL peoples, who adopted clothing. All we need is the other peoples to have the South America mindset... excepting occasional fur cloaks for winter.
 
Stick with Ancient Greek and Egyptian attitudes towards Royal beauty.
The wealthiest and most powerful are deemed the most beautiful and strut about near naked. Crowds marvel at royalty's ability to stand calmly, naked in bitterly cold weather.
Young soldiers rush into battle wearing only weapons while grizzled old soldiers wear armour to hide their scars.
Similarly, manual labourers wear clothing for protection and the hide their emabarrassment about less-than-perfect physiques. Sailors, farmers, etc. wear rough cloaks to protect them from foul weather but long cloaks are seen as lower class: the longer the cloak, the lower the class.
Royalty still make brief public appearances naked, but as central heating and air conditioning improve, they make more and more (indoor) public appearances in the nude.
 
You probably can't make clothing taboo (it has too many pragmatic effects for most of human history, and even in today's world of controlled environments it has too many uses).

However, making swimwear taboo or unused is (relatively) easy. You simply need a POD that will prevent the rising popularity of clothed female bathing in the 1670s (male clothed bathing wasn't declared mandatory until 1860 in Britain, over extreme protests, so it's even easier to get rid off or prevent with the right POD).
